Professional registration in the List of Economic Operators

The process
How does registration in the List of Economic Operators work?

1. You fill in the form and we consult

3. Obtaining the required certificates and extracts
We arrange the issuance of all certificates and extracts needed to prove your personal standing: confirmation that the company has no tax or customs arrears; criminal record extracts for the company and its statutory representatives; confirmations from all health insurers and the Social Insurance Agency; confirmation that the company is not in liquidation, bankruptcy or restructuring; and an extract from the commercial or trade register.
4. Filing and registration in the list
Once the documents are obtained we complete the application and attach the required annexes. We pay the administrative fee of €66 and roughly €16 in further fees for issuing the certificates. We file the application with the Public Procurement Office, which completes the registration within 15 days. The registration is then valid for three years.

About the List of Economic Operators
The Public Procurement Office maintains a list of economic operators that have proven they meet the personal standing conditions. By being entered in the list, an economic operator demonstrates that it meets them.
The personal standing conditions are set out in Section 32 of the Public Procurement Act and meeting them is a condition for taking part in public procurement. They cover the integrity of the economic operator, its statutory body, a member of the statutory body or a procurator in relation to specified criminal offences; the absence of tax arrears; the absence of health and social insurance arrears; the fact that no bankruptcy has been declared over the operator’s assets and that it is not in restructuring or liquidation; and the fact that the operator is authorised to supply goods, carry out construction works or provide services and is not banned from public procurement.
The business name of the economic operator, the address of its registered office, place of business or residence, its business activities, legal form, company ID, details of the statutory body, members of the statutory body, procurator and members of the supervisory body, contact details for electronic communication, and consent to registration on the electronic marketplace and its terms if the operator is interested.
Under Section 2(5)(a) of the Public Procurement Act, an economic operator is a natural person, legal person or a group of such persons that supplies goods, carries out construction works or provides services on the market.
Registration is not mandatory. However, if you take part in public procurement tenders regularly, it is highly advantageous — you no longer have to submit a pile of documents proving the personal standing conditions for every tender.
You automatically meet the personal standing condition, the registration is valid for three years, while registered you are a qualified supplier and meet the conditions for trading on the Electronic Marketplace, and you save bureaucracy in public procurement.
